Pronounced “YOU-spap,” USPAP stands for the Uniform Standards of Professional Appraisal Practice. USPAP establishes generally recognized ethical and performance standards for the appraisal profession in the United States. It applies across multiple appraisal disciplines, including real property, personal property, business valuation, and mass appraisal. For residential real estate appraisers, USPAP provides an important professional framework for developing and reporting appraisal assignments and maintaining ethical and professional responsibilities. Who Develops USPAP?USPAP is developed and maintained by the Appraisal Standards Board (ASB) of The Appraisal Foundation. The Appraisal Foundation is a congressionally authorized organization that serves as a source for appraisal standards and appraiser qualifications. The ASB is responsible for developing, maintaining, and interpreting USPAP. USPAP is not simply a set of guidelines that an appraiser may choose to follow. Compliance requirements can arise from state law, federal requirements, agency requirements, client requirements, and the specific circumstances of an appraisal assignment. For example, state-licensed and state-certified real property appraisers must comply with USPAP when performing appraisals for federally related transactions. What Does USPAP Cover?USPAP establishes ethical and performance expectations for appraisal practice. Its provisions address areas such as:
For real property appraisal, USPAP includes standards addressing appraisal development, appraisal reporting, and appraisal review. The standards provide a professional framework, but they do not prescribe a single form or format for every appraisal report. USPAP Is Updated as the Profession EvolvesUSPAP is not revised on a fixed annual schedule. The Appraisal Standards Board updates USPAP as needed, using a process that includes proposed changes, public exposure, consideration of comments, and formal adoption. The current USPAP edition is the 2024 edition, which became effective January 1, 2024 and does not currently have an expiration date. The Appraisal Foundation also publishes the USPAP Guidance and Reference Manual (GRM), which contains Advisory Opinions, Frequently Asked Questions, and a reference index. Beginning with the 2024 USPAP publication, these materials were separated from the USPAP publication itself and are maintained in the companion GRM. The standards also continue to evolve as appraisal technology changes. For example, in April 2026, the Appraisal Standards Board adopted Advisory Opinion 41, Use of Technology in an Appraisal or Appraisal Review Assignment, addressing appraisers' responsibilities when using technological tools such as automated valuation models, statistical software, and generative artificial intelligence. Continuing Education & Professional ResponsibilityAppraisers must maintain their knowledge of applicable appraisal standards and professional requirements throughout their careers. The Appraisal Foundation's current education framework includes a 15-hour National USPAP Course for individuals seeking initial real property appraisal licensure and a 7-hour USPAP Update Course once every two calendar years for practicing real property appraisers, subject to applicable state requirements. Continuing education helps appraisers stay informed about changes to professional standards, emerging appraisal practices, technology, and other developments affecting the profession.
